we are

The ACCT Coalition serves as a community advisory group to the Merced County Department of Public Health – Tobacco Prevention Program. Anyone in the community can join!

The Coalition provides input on local tobacco-related issues, supports the development and implementation of tobacco prevention efforts, and helps ensure that activities are inclusive. Members also review and make recommendations on current and future program plans to improve public health outcomes across Merced County.

  • The STAKE Act makes it illegal to sell or give tobacco products to anyone under the age of 21. It also allows the state to issue fines to store owners who break the law and requires all tobacco retailers to display a 1-800-STAKE complaint sign.

  • Senate Bill 793 bans tobacco retailers from selling or possessing for sale most flavored tobacco products, including mint and menthol.

    A tobacco retailer, or any of the tobacco retailer's agents or employees, shall not sell, offer for sale, or possess with the intent to sell or offer for sale, a flavored tobacco product.


    "Flavored tobacco product" includes any tobacco product that has a characterizing flavor, which is defined to cover any distinguishable taste or aroma other than that of tobacco, explicitly listing mint and menthol flavors as examples.

  • The California Department of Justice (DOJ) has released the Unflavored Tobacco List (UTL). 

    The UTL clearly defines which products are legally allowed to be sold by retailers, wholesalers, distributors and delivery sellers in California.

  • The PACT Act makes cigarettes and other tobacco products "nonmailable" through USPS. Sellers must follow strict rules, including labeling packages, verifying customer age, collecting signatures, limiting package weight, keeping records, paying taxes, and complying with local tobacco laws.

    Major private carriers, including FedEx and UPS, have agreed not to ship these products. When delivery sellers or carrier do ship tobacco products, those shipments are strictly regulated.

On April 1, 2026 CTPP launched “Not Your Lab Rat,” a bold, high-impact campaign designed to reach young adults, California’s highest-risk age population for nicotine addiction, with visuals and messages rooted in facts and scientific imagery about the dangers of Big Nicotine products.
